Light effects don't behave/reset properly

Steps to reproduce:

turn on/off the ditch lights blink, auto mars, Rule17, maybe other effects

Bug Description:

CV22 bits 0 and 1 do not work as described in the NMRA standard

Steps to reproduce:

Program CV22 to a value of 3, headlight is not controlled properly on the consist address
