decoder bug list

Started testing sample decoder using NCE PowerCab, 21 pin on ESU decoder testing board.

With the decoder "out of the box" that is no change to any CV.

Odd interaction(s) with headlight and motor control. Decoder is in sound mode.

Motor runs correctly, speed up and down, reverses direction and responds to F7/F6 braking.

Using F0/Headlight will turn the headlight on but then the motor doesn't run. Leaving the throttle open turning the light off will allow the motor to run.

With the motor stopped turn the light on it will light in the correct direction. Reversing the direction the light doesn't reverse direction. Turning the light off, reverse direction then turn the light on and the light lights in the correct direction.
